Qualifications:
Bachelors Degree or Masters Degree in Accounting or Business Administration.
At least five years progressive supervisory experience in accounting field in school business management.
Working knowledge of Uniform System of Financial Records (USFR), School Finance, and Federal Compliance - 2 CFR 200 preferred.
Working knowledge of Arizona Revised Statutes - Title 15.
Such alternatives to the above qualifications as the Board may find appropriate.
JOB GOAL:
To administer the business affairs of the District in such a way as to provide the best possible educational services with the financial resources available.
PERFORMANCE
Responsibilities:
Has overall responsibility for all matters relating to the business and financial affairs of the school district.
Supervises payroll, accounts payable, purchasing, receiving, food services, inventory and general fixed assets accounting departments and monitors the roles and responsibilities of the business office staff.
Responsible for the budgetary control, financial reporting and financial data analyses.
Responsible for Annual Audit Requirements and facilitates the annual audit with the District's external auditors.
Plans, develops, implements and evaluates the program operations for business office.
Assures compliance with Governing Board and applicable state and federal regulations, policies and procedures relating to district finance and school business management.
Develops and assist with Annual School District Expenditure Budget for the fiscal school year.
Develops and assist with Impact Aid Application.
Develops and assist with the Annual Finance Report and financial completion reports to the proper state and federal authorities.
Assists with the interpretation and presentation of financial matters of the school district to the Governing Board and community Implements within the school district the Uniform System of Financial Records (USFR) as prescribed by the Arizona auditor General's (AG) Office and the Arizona Department of Education (ADE).
Prepares and distributes to appropriate administrators and individuals, the monthly, quarterly and annual reports on general ledger budget to include budget allocations and budget to actuals for the district.
Maintains communications with the Arizona AG's Office, and ADE to monitor the financial status of the school district.
Arranges for the internal auditing of school finance compliance.
Reconciles the general ledger with the County School Superintendent's Office.
Develops, monitors and assigns all bid procurement documents including notice to bidders, bid/proposal specifications, bid/proposal formats, legal notices and publishing timelines.
Reviews assigned expenditure account codes and sub-approves all purchase requisitions.
Reviews and approves all expense vouchers and payroll vouchers for payment of goods and services received by and for the district.
Monitors, recommends, reviews and approves all adjusting journal entries to the general ledger.
Monitors all attendance and reporting requirements for regular and tuition students to the ADE.
Monitors the reporting and data transmission of student attendance reports to the ADE.
Monitors data processing financial software and operations to insure that the best interests of the district are served and recommends new accounting methods as desirable and necessary.
Maintains financial records for student activity bank accounts, Food Service bank account, regular revolving fund band account, County School Superintendent Treasurer's receipts, disbursements and reporting in accordance with the USFR.
Services as the district liaison for liability insurance claims and employee medical benefits.
Assists the Federal Programs Coordinator in the management and reporting of Federal and State programs.
Assists the Food Service Director in the operation and management of the district food service program.
Oversees the capital assets programs and capital improvement projects of the district.
Assists the Superintendent in financial matters of the district Performs other duties as may be assigned by the supervisor.
